They say the passenger jet was likely felled by an SA-11 surface-to-air missile fired by Russian-backed separatists in eastern Ukraine and that Russia "created the conditions" for the downing by arming the separatists.
They said they did not know if
any Russians were present at the missile launch, and they wouldn't say
that the missile crew was trained in Russia.
A senior official said the most likely explanation was the plane was shot down by mistake.
I guess the Ukrainian separatists shot down the wrong plane thinking it was a troop transport instead of a passenger jet. So slapped-wrists all around, and some "condemn with the strongest possible terms" and play on.
I'm sure Obama was afraid that his luncheon with Jay-Z or whomever was going to get pushed back. Now he can be on Jimmy Kimmel and crack some jokes next week after things go back to normal.
